Overview:
Kumbuka Afrika seeks a Monitoring & Evaluation (M&E) Officer to support our work on critical mineral supply chains in the DRC.
The M&E Officer will contribute to our existing work with partners such as ITSCI and local NGOs to address key issues in critical minerals supply chains relating to child labor, forced labor, legal compliance, capacity of service providers, stakeholder engagement and other issues. The work will focus on mining, labor, procurement, trade rules, due diligence and other relevant policy frameworks, guidelines and best practices.
The M&E Officer will support Kumbuka Afrika’s efforts to improve national and local systems for monitoring and identifying human rights issues in critical minerals supply chains.
The role:
- The successful candidate will be part of a team of Kumbuka Afrika staff and staff from partner organisations including ITSCI (International Tin Supply Chain Initiative) and local entities
- The M&E Officer will be responsible for the planning, implementation, monitoring and reporting of a wide range of M&E activities across our project portfolio
- The M&E Officer will report to senior management in Kumbuka Afrika
Logistics:
The successful candidate will be employed by Kumbuka and will be based in Goma, Bukavu, Lubumbashi, or Kinshasa. Regular travel to all project areas will be required.
This is a full-time role.
Requirements:
- Proven success in designing, implementing and operating project M&E systems for international donor-funded projects of significant complexity
- Experience in all stages of M&E from project initiation, through delivery, including realignments, if necessary, to closeout stages and final reporting
- Experience in developing M&E plans to include a logic model or results framework, performance monitoring plan (PMP), Excel-based data reporting form, and Learning Agenda
- Ability to develop baseline values and establish targets for milestones and indicators
- Experience in implementation of M&E plans which includes the collection, disaggregation, quality assessment, analysis, and reporting of milestone and indicator data
- Demonstrated experience with one or more of the following is preferred:
1. Complexity-Aware Monitoring Evaluation and Learning (CAMEL)
Collaboration, Learning and Adaptation (CLA)
2. Adaptive Management
3. Systems Thinking and Complexity Science (STCS)
- Experience in supervising M&E staff and articulating clear roles and responsibilities, along with skills development, to support monitoring, evaluation and learning activities
- Experience building and maintaining working relations with stakeholders in a culturally responsive and collaborative manner including strong experience in including diverse stakeholders
- Demonstrated ability to facilitate co-creation processes, create and use tools to elicit and leverage learning, and lead cross-team learning or sensemaking workshops
- Experience in development and refinement of a Sustainability Strategy
- Experience in developing, updating and managing a Stakeholder Register and Risk Management Plan
- Experience in delivering performance evaluations, audits, studies, or other learning activities to pursue specific evidence-building to advance learning and accountability
- Bachelor’s or Master’s degree in a relevant subject area
- Experience working in or supporting projects in DRC
- Fluency in both French and English is essential
